In the text under consideration (Romans 1:14), Paul is
emphasizing his indebtedness to preach the gospel to all men,
whether Greek or barbarian. The Greeks represented the previous
empire and were the epitome of education and class. All others would
be considered barbarians.
Paul continues by saying he was also ready to preach to those who
were in Rome. In verse 14, the phrase "the wise and the unwise" is
considered as synonymous with the Greeks and Barbarians.
