How is a church to function in the absence of elders?

In the absence of elders, it is generally best for the men to oversee the affairs of the church, utilizing the wisdom, knowledge, and experience of those who are older and have been Christians the longest. Obviously this is not the ideal (Titus 1:5), but in the absence of scriptural leadership, accommodations must be made to carry on the work of the church.
