Paul did indeed preach to the church in Rome. In Acts 23:11, when
Paul was in prison in Jerusalem, Jesus appeared to Paul at night and
said, "Be of good cheer, Paul: for as thou hast testified of me in
Jerusalem, so must thou bear witness also at Rome."
In Philippians 4:22, Paul closed his epistle with this statement,
"All the saints greet you, especially they that are of Caesar's
household." Paul wrote other epistles during his first imprisonment
in Rome, including Ephesians, Colossians, and Philemon.
Acts 28:30-31 tells us Paul spent two years in Rome "in his own
hired house, and received all that came unto him, preaching the
kingdom of God, and teaching those things which concern the Lord
Jesus Christ, with all confidence, no man forbidding him."
