It seems the simple answer for which you look can be found in
1 Corinthians 11:15 -- "But if a woman have long hair, it is a
glory to her, for her hair is given to her for a covering." For
me, this satisfies the question as to why women are not required
to wear an additional, artificial covering in the assembly.
There are also some cultural practices peculiar to the Corinthian
church regarding shaven women that should be studied in
connection with this question, but I believe verses 15-16 address
the inquiry in sufficient detail.
