What does Matthew 9:37-38 mean?

I believe Matthew 9:37-38 has reference to the fact that there will always be plenty of people who are honest and willing to obey the gospel if given the opportunity to hear it.

Jesus says we need to pray that many will take it upon themselves to heed the Great Commission (Matthew 28:19; Mark 16:15) and enter into the great harvest of souls.
